Discrepancy in Roughing Z and Outline Z at bottom of pocket

Have a simple square cup shape I am milling, and it comes out very close to perfect with just with a roughing pass and a outline pass. However there is a small problem. The end depth of the pocket is Z=1.0mm, the roughing path bottoms out at Z=1.01mm (from g-code inspection), and the outline path bottoms out at Z=1.217mm (from g-code inspection). While I can ignore the 10um error in roughing, the 0.217 mm error is outline is easy to see, even in preview. This is with a step down of 0.42mm, lowering the stepdown reduces this error, but I can’t seem to get rid of it. Also, I thought that using inside only for one pocket outline might get rid of it, but it is still there. Any advice?

the outline operation does not have an option to match faces like roughing does. the best alternative with the current operation set is to use a trace operation to clean up the pocket and let outline do an outside-only pass for cutout.
